#General 📝 BREAKING: ECI files counter affidavit in Supreme Court on plea against CEC’s functioning; says petition built entirely on a single news report
Election Commission of India files counter affidavit in Supreme Court on plea against CEC's functioning; says petition built entirely on a single news report
What ECI says:
🔹 Affidavit approved unanimously by all three members: the CEC and both Election Commissioners
🔹 All three SIR orders (June 2025, October 2025, May 2026) were unanimous decisions of the Commission
🔹 Notes, queries or suggestions by the CEC or ECs while a file moves are not decisions of the Commission
🔹 Files go to one EC, then the other EC, then the CEC. In urgent cases, approval is taken electronically and recorded on file later
🔹 Any officer issuing orders beyond delegated powers will face action
🔹 July 28 work allocation order was issued by an Additional Secretary on deputation. Both ECs wrote to the Cabinet Secretary the next day. The order was never implemented after the ECs' joint direction of July 30
🔹 Form 6 has not been amended. Only the Centre can amend it. The SIR declaration is a separate document
🔹 Admits the online display could be read as an amendment. From October 21, the online application will be split into Form 6 and the declaration, as in the physical form
🔹 Unmapped voters need not attend hearings. BLOs will collect documents from their homes. Hearings only in exceptional cases, preferably online
🔹 ECINet: no name is added or deleted except by order of the ERO. A committee with experts from IIT and IISc has been set up to check compliance
🔹 Goa: of 97 "left out" voters, 88 had already been enrolled, 6 were abroad and 3 held Portuguese passports
🔹 West Bengal appeals against inclusion of voters were filed by officers of the CEO, West Bengal, under Supreme Court orders. "These matters were not brought to the Commission"
🔹 Plea to restrain the CEC is not maintainable. CEC can be removed only like a Supreme Court judge
🔹 Commission never released or authorised the release of any internal note or file to the media
🔹 Repeated challenges to EVMs already rejected by the Supreme Court
🔹 Short reply filed due to Dussehra vacation. ECI seeks liberty to file a detailed para-wise response

#Politics 🗳️ Six election officials removed in U.P. after SP flags voter list errors
The Chief Electoral Officer (CEO) of Uttar Pradesh on Saturday removed five Booth Level Officers (BLOs) and a computer assistant from election duties following an investigation into voter list discrepancies in Azamgarh. Action has also been initiated against three senior electoral registration officials.
The orders come after the Samajwadi Party (SP) held a press conference on October 15, alleging that a voter named ‘Vikas Yadav’ was listed 10 times in the voter list for the Azamgarh assembly constituency (347).
Following a detailed probe by the District Election Officer of Azamgarh, authorities found that the name “Vikas Yadav” appeared 13 times in Hindi on the rolls.
According to the CEO’s office, one of the entries belongs to a voter of the same name and age from the Chauri Chaura constituency in Gorakhpur district. Deletion proceedings have been initiated for two other duplicate entries.
The investigation revealed that the remaining 11 entries actually belong to 11 different individuals living in Azamgarh. Officials have now filled out Form-8 to correct the names and personal details of 10 of these individuals, ensuring only the actual Vikas Yadav remains on the roll under that name.
In response to the clerical lapses, the CEO directed the immediate removal of the responsible computer assistant and five BLOs from voter registration work. Authorities have also issued notices regarding the termination of their services.
Furthermore, the state election body has ordered charge sheets and departmental action against the then Electoral Registration Officer (ERO) and two Assistant Electoral Registration Officers (AEROs) for negligence and poor supervision. The three senior officials face potential action under Section 32 of the Representation of the People Act, 1950.
The District Election Officer of Azamgarh has been directed to scrutinise voter lists across all assembly constituencies in the district and submit a comprehensive report within a week.

#Social-Issues 🗨️ India’s strategic counter to China’s “world’s biggest dam” at Medog, just 50KM from Arunachal Pradesh’s border faces fierce protests from several groups
China is building a massive hydropower project at Medog, 50 km distance from Arunachal Pradesh border, which will have installed capacity of 60000 MW, 3 times higher than the current largest in the world. It’ll have a reservoir of 5.5 billion cubic meters storage capacity.
The Yarlung Tsangpo river flows downstream into Siang river in Arunachal Pradesh which flows into Brahmaputra further downstream. So once the Medog project is completed, it can worsen the flood situation across Arunachal Pradesh and Assam with timed releases during Monsoon.
India proposed a 11000 MW Upper Siang Multipurpose Project in Arunachal which will have a 9.2 billion cubic meters capacity so that it can absorb sudden upstream surges and control flooding situations. The project is at pre feasibility stage but it’s facing huge protests from certain groups. Opposition parties have also extended support for withdrawing the project despite knowing how vulnerable Siang valley will be without adequate countermeasures and downstream storage during sudden water surges

#Ask-India ☝️ Hard water problem in Kitchen and bathroom
Living on rent. Cannot afford RO right now.
Hard water in kitchen tap as well as in bathroom tap.
Worried about hair fall and kitchen utensils are getting white marks due to hard water in tap.
The hard water sofeteners at Amazon does not work. They don't reduce TDS.
Without reducing TDS, hard water does not become soft water.
Those water softeners at Amazon seems to only remove some chemicals but it does not make the water soft.
Is there any solution to soften hard water without RO ??

#Law&Order 🚨 Judge Who Awarded 23 Death Sentences In 6 Months Transferred To UP Family Court
Additional District and Sessions Judge Ravi Kumar Diwakar, who awarded 23 death sentences in six months, has been transferred to the family court in Muzaffarnagar after an order of the Allahabad High Court, officials said on Sunday.
Diwakar, who was presiding over a fast-track court, has been appointed Additional Principal Judge of the family court.
He recently questioned the withdrawal of 97 part-heard cases involving murder and other serious offences from his court through administrative orders issued by the then District and Sessions Judge, B K Singh, in August.
In a 35-page judgment acquitting an accused in a nearly 10-year-old NDPS case, Diwakar questioned whether cases in which hearings had commenced could be withdrawn through administrative orders without following the procedure prescribed by law.
He also raised concerns over judicial independence and the limits of administrative powers exercised by district judges.

#History&Culture 🛕 B. R. Ambedkar and Periyar Meet Muhammad Ali Jinnah at His Residence to Explore an Alliance, Bombay, 1940
In October–November 1939, Congress ministries in several British Indian provinces resigned after Britain unilaterally declared India a participant in the Second World War without consulting Indian political leaders. This decision drew India into the war without the consent of its people or their elected representatives.
On 2 December 1939, Muhammad Ali Jinnah called upon Muslims to celebrate 22 December as the Day of Deliverance from Congress rule. Both B. R. Ambedkar and E. V. Ramasamy (Periyar) supported the call because of their joint self-interests and their shared opposition to Congress and its political dominance.
In January 1940, Ambedkar and Periyar met Jinnah at his Bombay residence to explore the possibilities of political cooperation.
Later that year, Ambedkar published the book Thoughts on Pakistan, later known as Pakistan or the Partition of India, in which he supported the Two-Nation Theory and the Muslim demand for a separate state.
Jinnah regularly cited Ambedkar's book in support of the Pakistan demand, using it to claim that prominent non-Muslim leaders also supported his demands and theory.
Periyar, meanwhile, sought Jinnah's support for a separate Dravidian political entity. Jinnah understood that this demand came only from fringe radical elements and was not at all popular in South India, so he evaded the issue by saying that if his people desired a separate state, the decision rested with them. However, he could not speak on behalf of non-Muslim India, but only Muslim India.
Dr. Ambedkar soon emerged from his disillusionment and abandoned any misadventures in cooperation with the League. However, his associate and fellow party leader, Jogendranath Mandal, continued to support Jinnah. He even helped save the Muslim League government in Bengal during Direct Action Day by providing it with political support. Later, he became Pakistan's first law minister, only to flee back to India in 1950 after being persecuted for at last being a non-Muslim.

#Infra/Manufacturing 🏗 The politics of solar power
Despite the massive benefits of the scheme, it has reached around half of the target with only five months remaining. More importantly, there are massive differences among the states.
The adoption rate is much lower in some big states like Karnataka and Tamil Nadu, while the numbers are impressive in some small states like Assam. A cursory glance at the numbers of installations in various states shows that NDA-ruled states are performing much better than states ruled by non-NDA governments, currently or till recently.
The operational reality on the ground points directly to state-level administrative inertia, conflicting political priorities, and the deliberate bottlenecking of central schemes.
INDA-ruled states, the administrative alignment with the central mandate is unequivocally clear. Gujarat remains the undisputed national leader, executing rapid DISCOM approvals and facilitating a highly dense vendor ecosystem. Similarly, Uttar Pradesh has registered staggering progress. According to recent tracking data, Uttar Pradesh has recorded over 8.58 lakh installations, covering nearly 8.65 lakh households, and contributing a massive 2.88 GW of installed capacity.
Notably, even small and geographically complex states like Assam are outperforming several larger, wealthier non-NDA states. Assam’s proactive approach to integrating the central portal with local DISCOMs has allowed it to bypass the typical bureaucratic hurdles that plagues India’s administration, ensuring that per-capita adoption rates remain highly competitive.
Mysore MP Yaduveer Wadiyar also strongly criticised the Karnataka govt for its alleged lack of seriousness in implementing the scheme, stating that bureaucratic apathy and political indifference deprived citizens of its benefits. He pointed out that while 2.22 lakh applications were received in the state till January this year, only about 10,000 installations were completed. He attributed Karnataka’s poor performance to non-cooperation from state officials and a lack of political will.
In Tamil Nadu, the rollout faces severe, chronic administrative paralysis. Despite high initial consumer interest and high commercial tariffs that should theoretically drive adoption, thousands of applications are languishing. Solar engineering, procurement, and construction (EPC) vendors have repeatedly cited severe net-metering delays by the state DISCOM, portal integration glitches, and systemic staffing gaps as the primary reasons the state is failing to capitalise on the central subsidy.

#Law&Order 🚨 Centre–State power tussle: Maharashtra FDA takes FSSAI to Bombay High Court
In a major Centre–State tussle, Maharashtra’s FDA Commissioner has approached the Bombay High Court, accusing the Union government and FSSAI of creating an illegal “parallel system” and “hijacking” the powers of state food safety inspectors.
The petition challenges the Centre’s food safety regulations and restrictions on state-level inspections. The matter is scheduled to be heard on November 26.
