Fargo City Commission approves 10-year tax exemption for COVE Living project

After the 10-year period, the property is expected to generate $839,550 in overall tax revenue per year, with $166,068 paid in taxes to the city annually.

FARGO — The Fargo City Commission voted Monday, Oct. 26, to grant the COVE Living apartment complex project a 10-year, 100% tax exemption.

The complex will be located at 200 45th St. S. in Fargo, currently the site of the West 45th Business Center.

The project is designed to create 229 apartments, with a mix of one-, two- and three-bedrooms. The COVE Living building will be next to a commercial building, currently under construction, that is not receiving a tax exemption.

The maximum incentive offered is what COVE Living was approved for — 100% for 10 years. The West Fargo Public Schools district and Cass County Commission's will have to determine their involvement in the tax exemption.

After the 10-year period, the property is expected to generate $839,550 in overall tax revenue per year, with $166,068 paid in taxes to the city annually, according to a presentation shared at the commission's regular meeting Monday evening, held in the City Hall Commission Chambers.

The project is anticipated to cost a total of $61.6 million. The full value of the tax exemption is expected to be approximately $8.4 million if the city, school district and county agree to participate for the full 10-year period.

If the school district and county decide to participate for only five years, the value would be approximately $5.6 million.

Commissioner Michelle Turnberg was the sole vote against providing an exemption for the project. The remaining four commissioners voted in favor.

Prior to that vote, the commission had to approve a new policy to allow the city's Payment in Lieu of Taxes (PILOT) program to be used for redevelopment of existing properties that have become obsolete or are in high vacancy areas.

"Really, the policy intent is to encourage redevelopment of vacant and underutilized commercial buildings," Nicole Crutchfield, director of planning and development, said during her presentation to the commission.

The Fargo Economic Development Incentives Committee made a unanimous recommendation to adopt the proposed policy. It ultimately passed after amendments recommended by Mayor Josh Boschee.

Boschee requested the commission establish geographic boundaries for the incentive program, require any project to double the housing units in the affected area and reserve at least 5% of the total units for households that are at or below 80% of the area median income.

Fargo's median income is somewhere in the mid- to high- $60,000 range, the mayor said.

Commissioner John Strand said the provision for income-restricted units was what made him ultimately support the policy and utilizing it for the COVE Living project.

"That component, to me, is an absolute game changer," Strand said.

Commissioner Chad Peterson echoed his support for the 5% requirement.

Prior to approving the amended policy, commissioners discussed whether a tenant's income should be monitored after they move in. Commissioners agreed that someone who moves in while meeting the designated threshold will not be evicted if their household income increases.

Shannon Roers Jones, on the legal and development team for the Roers firm that requested the incentive, said the company can comply with the additional requirements.

Also during the meeting, commissioners appointed Erika Anderson as assistant city administrator. She is expected to start on Nov. 30.

Gateway Fiber - Anyone have it? Do you like it? Price Hikes?

Thinking of switching to Gateway Fiber for the constant speed. Price is basically the same for the advertised speed I have now (granted it's cable so shared speed / "up to" speed.

My main worry is they will start price hikes after the first year.

Did anyone sign up with them? If so how's it going?
Can you share any of the terms? (Looking for agreement language regarding price increases / rate hikes)

Metal/ punk music?

Are there any venues where they host metal or punk, ska or alternate bands? I’m new to Fargo and not a musician myself but would love to check out the local music scene if one exists in Fargo. Does one exist?

Does anyone know of a place in town or nearby that repairs VCR machines? We just got my in-law’s old one and all their old VHS tapes including home videos. We’ve tried two tapes and the player seems to be eating them.

Politics Does anyone know where I can find an overview on every election that will be on the ballot on the 3rd?

The only ones I know of for sure are the US House Representative, the individual district representatives, and then the ballot measures. I live in Harwood, which is part of the Fargo district (45 I believe). However I saw a bunch of yard signs this week indicating that Harwood was having city wide elections as well.

I would like to make sure I can look into the candidates for each election, that way I don’t go in there and not know anything about half the things I am voting on. This has happened in the past and I just usually leave them blank. Does anyone know of a place I am able to see exactly which elections I will be voting on? As tempting as it is to just go blue all the way down the ballot, I really don’t want to accidentally vote for a Democrat who really fucking sucks because I didn’t do my homework.

For those curious, I’ll probably be voting for Trygve for House (Although I could see me leaving this blank because I wasn’t impressed by either), and Blue for my district representatives as well. Then the ballot measures are like the easiest ā€œNoā€ and ā€œYesā€ ever. If you’d like to try to change my mind, do it respectfully, although I’m pretty sure that is how I’ll vote regardless :)

Prairie St. John's was charged with OSHA violation

Basically they had a policy of never using seclusion, they prided themselves on this. But they were basically told they had to start leaving the CCS rooms open for potential seclusions, which is a problem because they used to use those rooms for patient overflow, they still can't turn away patients who claim to be actively suicidal so their solution now is to have them sleep in chairs in the assessment rooms until a bed frees up.

Advice Romantasy Book Clubs

Hi all -

My wife is looking to make local friends with other women in the form of a book club or a similar type of environment. She loves romantasy, fantasy, and, in her words, the "five chili pepper" type of books.

Does anyone attend a group like this or have any recommendations?

Thanks in advance!

Drone on 25th

Heading north this morning at 6:00 a.m. from the Davies High School area I saw a drone flying very slowly over the street heading south at about 52nd avenue. Do the police in Fargo use those to monitor traffic or search people out, or was that just some local messing around at a time he figured he wouldn't get caught?

Just to clarify: we're NOT cool with flock cameras, and we're NOT cool with illegal street racers, but we ARE cool with FPD using drones to conduct surveillence when and where they see fit?

That seems like a bit of slippery slope. Unless I'm missing something, why would we be okay with one but not the other?

I'm not cool with illegal street racers who endanger the public and cause a ruckus in residential areas either, but I'm also definitely not cool with FPD using drones to creep on you and me. It is virtually the same as searching for potential wrongdoing via flock camera. Where do we draw the line on allowing ourselves to be watched and monitored potentially on our very own property?

I don't know what the best solution is here, but there should be some consistency on the matter, no? Can anyone shed some more light on this to make it make sense to those of us who are confused on the "laws for thee but not for me" mentality on this?

EDIT: To clarify, I entirely understand that drones & flock cameras are not literally the same thing. I understand that drones in law enforcement can be extremely useful in surveying dangerous situations and even help in finding missing people! Thats great! But secretive drone fishing-surveillence is NOT OKAY. Plain and simple. Regardless of AI involvement, it is still not immune from being potentially misused to conduct illegal stalking and surveillence on the general public.
