MOD Post: Frequently Asked Question - Why did my SNAP go down?
Greetings,
This question is getting asked often enough that I figured creating a FAQ post about it was a good idea. In truth, it's nice to be going back to this sort of thing...the last year has been, um, *eventful*.
The question is usually what's in the title, plus some variety of detail - nothing has changed, did the feds change the rules, are my benefits being stolen, and what's it all about anyway?
---
A sudden and sizeable drop in the net benefit amount at the annual (re)certification, or the mid-certification review, is nearly *always* caused by one or more of the following three things. Agencies have different names for the review, but it's essentially the same thing.
1) An income change.
Bear in mind that what we are talking about here is a change in income *from how it was previously determined*, not necessarily you getting some OT hours or something like that. The change from your perspective may have happened months ago, but it's only being applied now for reasons that have to do with change reporting rules. I won't get into that here - just know that what matters here is that the income being used *now* is substantially different from what it was previously.
This can be a number of things - a change in type of income can matter a lot, since some forms of income are not subject to the same deduct I one as others. If your income is within a certain range of the eligibility cutoff, as well, it can mean a disproportionately large drop in the benefit amount, because of how the math works.
2) - There has been a change in who is in the household/which household members are eligible.
Household members aren't always all eligible. This can be citizenship status related, student related, or could be affected by work requirements. Sometimes this is an ABAWD (able bodied adult without dependents), and sometimes it is not.
When a household member is not eligible, *why* they aren't eligible matters a lot. Students, for example, are excluded before their income is counted, where ineligible noncitizens are excluded after.
Generally, if there are no other changes, a newly ineligible household member will drop the benefit amount by about $140.
3) - By **FAR** the most common....a change in deductions, and this is almost always a change specifically in the deduction given for heating/cooling.
Many states previously used a waiver called "Heat & Eat", and due to changes in the law from HR1/BBB, are no longer able to. u/badfordabidness wrote an excellent summary of this [here](https://www.reddit.com/r/foodstamps/comments/1wz9bvq/comment/pecgbjp/?context=3) which I recommend reading.
If there truly are no other changes and the drop is more than $150-200, this one is almost certainly the cause, and it, too, affects heavily how the math works. Deductions for utilities are an assumed amount based on which ones you pay **separately** from the shelter cost.
Heating/cooling is somewhere around $500 that is applied against whatever income you have...losing that, especially if your household income is unearned income like disability or Social Security, is going to drastically affect the net benefit amount.
---
Public assistance is complicated. Please, feel free to ask questions of the experts here...but if your question is this one, read your benefit decision notice carefully, and consult your agency...we'll probably be telling you to do that anyway.
You probably haven't done anything wrong. It may simply be that the agency needs something that they didn't before, such as a utility bill.
Regards,
The mod team š

The State of the Subreddit
Howdy.
Some of us in the mod team have been low-key discussing giving the community some of the statistics on How We're Doing - number of posts, amount of mod actions, and so on. Some subreddits do this...most do not, but I think in the interests of community transparency, the time has come. Something I think you'll see here, or at least I hope so, is that when you use the report function, there are results - I know most users here have a pretty good understanding that we moderate actively, but I think there's a benefit to knowing what that actually looks like.
Looking back on the last year - last summer with the passage of HR1/OBBB and the ensuing chaos of the government shutdown and updated Megathreads....I think I'm safe in saying none of us want to do that again. That said, there are other things on the horizon that the well-informed have touched on, and that we've posted from the mod team as we get information. Part of this has to do with the upcoming effects of the changes to payment errors and state matching funds....part of it has to do with the implementation of federal waivers that affect people in unexpected ways....and part of it is just uncertainty.
This is a summary of the last year - August 2025 through July of this year:

And a month by month breakdown of the last year:

I think it's pretty clear what drives our traffic here - this is 100% in line with what I expected to see when I started digging. By way of comparison, here are the last 30 days:

If you were to look at the corresponding actions in post/comment removals from Reddit, and from the mod team, it tends to follow this pattern - I won't post it but there's a significant spike in admin actions on one day in the last month, and I'll let you speculate as to where that is. Hint: It's the obvious one.
But what of moderator actions? What do those mod folks actually do, anyway? They say this subreddit is moderated, but I've never seen it... Well....
When you send us a report, it goes to the queue for removal. We don't remove everything...and in addition to reports there is also an auto-filter that triggers for certain words and word combinations that I won't get into...but we do review all of it. Here's what the last month of reports looks like:

But what about those mod actions I asked about? That's what I want to know!!!!
Well...

Here's the last week's activity, specifically....

So what does this mean? I think it's hard to draw a conclusion from this other than that your comments, your posts, and most of all your reports absolutely have an impact on how this subreddit functions. I find myself saying this often...but please continue to report - we do not always remove, or ban...but we do review everything reported.
That said, I will also point out that we have the ability to snooze reports from users who abuse the report function. I don't find myself doing that very often - most of the time it's in good faith, and I think probably three times out of four, I find myself agreeing with the report. Sometimes we'll remove entire comment chains of additional unreported comments because it's clearly going nowhere good or productive. Every review we do is guided by the subreddit rules, and we try to be as lenient as is prudent. We've also started using the Crowd Control feature on hotly debated posts, which tends to slow things down a little bit - that one got suggested by Reddit last year about this time when we saw that ginormous spike in activity.
To quote u/badfordabidness in my conversation with them just now...here's hoping we don't need a counter of "Last Megathread Since National Crisis" days...but there may be some dark times ahead, and we'll continue doing our best to keep the community informed and focused on productive discussion & information sharing.
Peace,
the Mod Team

Question PA Snap SAR Benefits Cut In Half
I recently submitted my families semi annual renewal for snap in Pennsylvania. Our income has only increased about $30 a month but our snap was cut in half. We are both self employed and in the past our income was calculated from our tax returns after deductions or from a profit loss sheet. This time it looks like they used the gross sales number as our actual income with no deductions taken. We both have to buy supplies, building materials and my partner has to pay for liability insurance in order to make money. It would be impossible to do our jobs if we didn't. Is this something new? I've already tried calling my case worker twice and left messages but no one has gotten back to me. Is this normal or something new? And is there anything I can do about it? We are a family of 4, 2 of which are children if that makes any difference.

Question question about general assistance in california
hello!
iām looking to apply for ga in California (San Mateo county) and iām unable to work due to a disability preventing me to do so. i have applied for social security, thus i am looking for assistance in the mean time as i wait on my application.
my question is, what letter do i need to provide to the caseworker to be exempt from looking for work? i havenāt been approved for ss benefits yet (applied last month) i want to know what to ask my doctor so i can provide proof ahead of time before finishing my application.
i know thereās a release form for calworks but iām a single adult with no dependents so iām looking into general assistance and just want the smoothest route possible.
thank you for your help!

Benefits cut
I got approved and everything was cool for about a month until i get an email saying i forgot to submit 2 documents and that if i didnāt submit them within a month my benefits would be cut. Okay im not tripping, i call my case manager to ask her what documents i missed. she doesnāt pick up. I call her multiple times throughout the month and leave voicemails, and nothing. Eventually iām put in contact with her supervisor and i donāt get a response from her either despite calling several times throughout the month.
I also call my county a few times throughout the month and they wonāt pick up either. Finally today 4 days before my benefits are supposed to be cut, iām able to contact my county, explain my situation and figure out the needed documents. I was told that even if I submitted the documents today, which i did. My benefits would be cut because it takes a week for them to show up in the system š

Has anyone gotten screened for CityFHEPS after being approved for cash assistance, SNAP, and Medicaid?
I recently got approved for cash assistance, food stamps, and Medicaid, and Iām trying to figure out the next steps for getting screened for CityFHEPS. Has anyone gone in person to HRA or Homebase and requested a screening after getting approved for benefits? What was the process like, what documents did you need, and how long did it take? Iāve heard that having an active cash assistance case can help you qualify for housing assistance, but Iām unsure how that actually works. Does receiving these benefits affect eligibility, or are there separate requirements? Iām currently staying with someone but have been told I need to leave. Can I get screened in this situation, before entering a shelter? Iād appreciate hearing from anyone who has gone through the process, especially where you went and what helped you get started.

Question EXPERT ADVICE NEEDED
I am a GA snap recipient. I have me & my four kids on my snap. I made some income at the very end of August that I had forgot to report & only just now remembered because I made a little income in October as well. I am waiting on a call from my renewal & plan to submit the income then. The only problem I am having is that I made the income under my married name & not my maiden name which is what is on my snap benefits. I am terrified I will get in trouble for using two different names but I have all documentation to be able to change my name if needed as that was not my intention at all. Will this red flag my account? Am I going to be prosecuted for this discrepancy or will they just simply fix it in thr system?
I am planning to show proof to do what I need to make things correct & since I know the income will more than likely put me over will I just have to pay the past two months benefits back & close my case?

Not in my household
I just had my food stamps knocked down to just myself and not my kids. I live under the same roof as my parents. My kids live here too.
My parents are legal guardians of my kids due to a mental health crisis I experienced a few years ago. I applied for SNAP with my kids and was approved but now they have decided the kids aren't in my SNAP household. I prepare over 50% of their meals and nothing is shared or paid for by the guardians. I estimate I shop for and prepare 75% or more of their food.
Getting ready for the appeal I have over 70 texts in the last 2 months between me and my kids planning or notifying them of meals and food choices, and receipts showing food purchases and itemized reciepts ( bread, milk, cheese, meat etc.
I cannot get certain third party verifications due to an abusive environment. I uploaded an order of protection filing to show im in a hostile situation and can't get landlord verification or certain documents.
Anything else I can do? The decision says "doesn't live in household". A manager shut me down after my initial approval because I wasn't the guardian. Illi pis for reference.

Funds stolen and receive a replacement card... what happens in Propel?
I would appreciate any advice! I am asking on behalf of my elderly mom in NYC so I don't know how everything all works...
My mom had been using the Propel app to lock her ebt card. She got too nervous about forgetting to unlock her card when in line to buy her groceries so alas, her funds were stolen this month, only $0.67 left in the account. She has already received a replacement card but she doesn't know how that impacts her account in Propel. Will Propel automatically link her new card number? Does she need to do anything to link the new card number?? Right now it is locked in Propel but she is nervous about having her funds stolen again.
Any advice is appreciated! I did some research and saw posts about Propel not being the best and that EBT Edge was a better app to use. I tried to get her to download the app but she encountered an error setting up her account and I'm across the country so I can't really help her. TIA!

EBT qualifications?
I make $3K a month and still struggle with surviving. Food seems to cost a pretty penny and I'm wondering if it's worth applying for EBT. Do you know what financial limits you need to qualify?

Question NYC ā Cashier at supermarket made a mistake that drained our Cash Assistance account. Now the manager is only offering us store credit. What can we do?
Hi all,
I have a bit of a strange situation involving my EBT account being mistakenly drained at a store, and now the manager is only offering me (unofficial) store credit.
My partner and I stopped at our usual supermarket yesterday afternoon to pick up a few items. We have been using our cash assistance on food for a few days because our SNAP ran out early this month. When we were checking out, the cashier rang up our items for a total of $16.97. She charged it to SNAP first, because you must attempt to charge the SNAP account first for all food purchases, then once it was rejected on the SNAP account she switched it to Cash Assistance and asked me to swipe again and put in my PIN. Once the transaction went through, it was obvious there was some kind of mistake. According to the receipt, the item total was $16.17, but $125.90 was charged to the EBT cash account. The receipt calls for $108.93 in change. This mistake drained everything we had in our account.
The cashier called over the manager, who attempted to refund the $108.93 to the card, but that didnāt work. He said the only thing he can offer us is store credit. He wrote the date, the amount of $108.93, and āstore creditā on the back of the receipt, and told us to come back in today after 3pm because thatās when he would be back in (We thought he meant for us to pick up some sort of card with the store credit charged to it since he told us to bring the receipt. When we came back today, he told us that we should just bring the receipt back and talk to him whenever we need to buy something, so essentially the receipt would act as our store credit card. It makes me extremely uneasy to leave our, albeit mistakenly, stolen cash assistance up to āhonor codeā in a situation where things already feel like theyāre being handled poorly. The manager also isnāt there all the time ā like today, when he wasnāt in until 3pm ā so Iām not sure what he expects us to do when he isnāt there.)
My partner and I talked about the situation last night and decided that it seems, at best, incorrect and, at worst, scammy that store credit is the only option he is offering. We went back today to talk with him and asked for the reason he couldnāt give us the change owed to us in cash. All he gave us was āshe made a mistake, we cannot offer the cash for it but we can offer store credit.ā He doesnāt seem to have any real reason why he canāt give us the change we are owed in cash, other than the shrinkage it would cause, which quite frankly is not our problem. We left without ābuyingā anything.
While, on a logistical level, I can obviously understand why it isnāt ideal for the store to give cash change for a transaction that never actually existed, this entire situation was an honest mistake made by the cashier that needs to be made right by the store. We shop for food at various stores and had no intention of spending the rest of our cash assistance for the month just at this supermarket. Times are tough for everyone right now, and this has left us in a hard spot with a horrible taste in our mouths.
My question is: do we have any recourse here? Is there any reason, from an EBT policy standpoint, that he cannot give us the change we are owed in cash? Any advice or information you all can provide would be greatly appreciated. Thank you in advance everyone.

Question {GA} TANF/ policy issue ?
I have completed almost everything required and asked of me for a TANF case that I had reopened and appealed from April of this year. The final leg was the 196 a form. Sent out 10/7 and I returned it 10/8 I was not told I would have to return back ALL documents so I printed what was in my correspondence. signed the first two pages where my signature states and uploaded a single picture of it (at the time uploading all 5 pages really didnāt occur to me.)
Yesterday I got a denial, because I didnt upload more pictures of the document. I offered to just upload the rest of the pictures and apologized because if I wouldāve known the technical error I wouldāve immediately corrected it.
My case worker says sheās not reopening it and I will have to file another appeal.
My understanding is.. The Policy Section 1105 (Application Processing) /
Section 1710 (Recertification Verification
Framework) states;
⢠When a TANF case is denied solely due to a failure or refusal to provide mandatory verification, the assistance unit (AU) has a 30-day grace window starting from the exact date of the denial notice to submit the missing items.
⢠If the required verification is "cured" (turned in) within those 30 days, the agency is instructed to reopen the existing application using the original filing date.
It also states in Section 1105.5 (Standard of Promptness & Processing Deadlines) @ Georgia gov
⢠Caseworkers are legally prohibited from requiring a client to submit a brand-new application if the client provides the missing verifications within 30 days of the denial.
I could see if I just completely ignored requirements, but Iām 19 and in school with a 2 year old. I have went to every appointment and just because I did not know to upload every page, all of my backpay that I need for rent may just be out the window.. frustrating

Question I forgot to report a change in income two months ago, what do I do?
i'm currently a full-time college student and i began an internship in late-august (two months ago) and the duration of the internship will be 38 weeks (a little less than 9 months). however, the way the stipend is provided is through a one-time payment for the estimated cumulative hours over the entire internship. i forgot to report when i received the payment, and the amount that I received is very much over my estimated IRT. if i divide it by the entire time i will be working, then it isn't (but i don't think it's calculated that way). also i reported the change only shortly after i filled out the recertification form, so now i'm slightly panicked. i looked it up and i believe i should issued an overpayment, but i'm not sure if that is only for the month that i received the stipend and if this will affect my snap benefits in the future. if someone can provide some guidance on any other actions i should take, please let me know!
edit: i live in california for context! and also my recertification interview call won't be until mid november!
